EASA Standardisation Inspection in the area of SAFA Programme Implementation

From 9 to 12 June 2026, Bosnia and Herzegovina is hosting a comprehensive standardisation inspection conducted by the European Union Aviation Safety Agency (EASA) in the area of implementation of the Safety Assessment of Foreign Aircraft (SAFA) Programme. The inspection will be carried out on the basis of the Working Arrangement concluded in 2012 between EASA and the Bosnia and Herzegovina Directorate of Civil Aviation (BHDCA) regarding the collection and exchange of information on the safety of operations at EU airports and airports in non-EU countries participating in the EU SAFA Programme, including airports in Bosnia and Herzegovina.

The standardisation inspection is conducted by EASA experts and aims to assess the level of compliance with, and effective implementation of, regulations and procedures related to the SAFA Programme in accordance with the relevant European Union legislation, namely Regulation (EU) 2018/1139 and Commission Regulation (EU) No 965/2012, as amended.

The objective of the SAFA Programme is to provide a quick and effective assessment of whether a foreign aircraft intending to conduct an operation from Bosnia and Herzegovina is safe to fly at that particular moment. To this end, SAFA inspectors carry out unannounced ramp inspections at airports in Bosnia and Herzegovina, checking the cabin, cockpit, equipment, documentation and the overall safety condition of the aircraft.

SAFA inspections form part of the broader European aviation safety network. They help identify potential safety concerns before they become hazards. All data and information collected during SAFA inspections are recorded in a dedicated database, while more significant findings may trigger additional oversight activities or corrective measures.

As part of the inspection, EASA experts will interview BHDCA SAFA inspectors and observe several ramp inspections carried out by authorised BHDCA SAFA inspectors.
